The design intent was to create a building that is both highly efficient and a recognizable landmark within the community. The ERC is distinct from the fire hall, separated by a three-storey glazed atrium that contains a central stair and serves as the heart of the complex.
The training tower was expressed in exposed cast-in-place concrete, emphasizing strength and durability, while the main building was clad in bold red composite metal panels, reinforcing its identity as a civic and emergency services facility.
